The conduct was two years old (2017) of the Secretary of Transportation married to the Senate Majority leader. The investigation was requested by Congress for conflicts of interest, misuse of authority, and stunning decision-making. 

The conduct included $100 million of government grants for her husbands home state, intervention with DHS for a Chinese student immigrant, her family's Chinese shipping business (Foremost), promotion of her father's book  (Fearless Against the Wind), and an official trip to China that morphed into a family reunion of sorts.

The investigator's report was referred to the DOJ for criminal prosecution in December 2020. The DOJ declined to prosecute. The Secretary resigned the day after the Capitol Insurrection. Her husband, now 79, assuredly grateful that his wife would not face criminal prosecution is planning to sip mint julips
